Cannabis is type of plant generally used for producing
several items, medicinal and recreational purpose. Mainly two types of cannabis
plants are there namely hemp (cannabis sativa) and marijuana. The major aspect
that makes hemp and marijuana different is presence of tetrahydrocannabinol (THC)
level i.e. psychoactive ingredients. The THC level of marijuana is between
3-30% whereas it is below 3% in hemp. A growing body of research has found that
cannabis can be effective for medical purpose such as pain relief.
Why Nepal banned cannabis in the
1970s?
In 1960s and
early 1970s, western youth involve in counterculture movement travelled to
Nepal from Europe in search of spirituality and peace. They would use
hallucinogens and cannabis, which was in abundance in the Kathmandu valley.
However due to sustained pressure from united states and united nations, and
even the locals as well as the Nepal government banned cannabis on July 16,1973
from then it is illegal to consume, cultivate and trade cannabis, according
Narcotic Drugs Act,2033.
Should Nepal legalize cannabis?

Cannabis has
always been a part of human civilization all around the world. Nepal is country
of diverse climate and ecological zones which are best suited for growing
cannabis according to researcher. Despite Nepal been high potential of growing cannabis,
its illegalization has always been obstacle in its path. Nepal can be highest producer of cannabis if it is
legalize. Also Nepalese people can be among richest person of the world if
cannabis business can expand and prosper properly as cannabis is high earning
economical plants.
· Clarification regarding cannabis among public.
There is a lot of misconception among
people and their own government regarding cannabis production as Nepal
government cannot take its own fair decision and is pressurized by United States
and other International bodies. Even World Health Organization has stated
cannabis as beneficial herbs and assign its legality. So there is no point in
illegalizing it.
Importance, use and production
Cannabis name hemp is more easy to grow
and good for soil fertility. Hemp can be use for commercial purpose and use for
making products such as rope, cloth, fuel,etc among other. Cannabis is also
beneficial for medical purpose. It can be use in pharmaceutical industries for
preparation of medicine (drug) against cancer. It is also use as holy offering
for god Shiva in Hindu religion. It is also beneficial for relief of chronic pain,
Improve lung capacity, help to lose weight, regulate and prevent diabetes,
fight against depression, help to quit alcoholism.
Not only just this much, cannabis can
also attracts large number of tourists as they will to visit Nepal for
recreational purposes. The country can be among best tourists hub in the world.
Cannabis business can be biggest source of revenue collection. This will eventually
enhance our economic conditions.

What are some problems
that might arise if cannabis is legalize in Nepal?
Let have look on this, First of all one should know that
there is no such historical record of people death due to consumption of cannabis.
Be sure if anything consume more than limit time to time regularly then it
turns into addiction. For example, If we consume sugar as addiction crossing
limit then obviously there is risk of diabetes. Same is case with cannabis, if
consume as addiction then following risk may arise:
Another problem is that cannabis smuggling in foreign
countries and criminal activities may increase.
Which country have legalize
cannabis?
In recent years many western countries have been confront in
legalizing cannabis. IN 2013, Uruguay become first country in the world to
fully legalize cannabis for medicinal and scientific purpose. In 2018 Canada legalize
it for medicinal, scientific and recreational purposes. Similarly Netherlands legalize
cannabis for medicinal purposes and created Bureau of Medicinal Cannabis (BMC).
Likewise our neighbouring
country India is eagerly interested to legalize cannabis till September 8.
What Nepal can do
regarding cannabis (personal opinion)?
Youth of country
should confront and have fearless talk regarding legalization of cannabis.
Government should carry out referendum among public and take decision accordingly.
If cannabis has to be legalize then Government should have full control over
its business. They should only allow minimum proportion of land as their own
prescription so that it wouldn’t ruin productions of other vitals crops.Similarly,
cannabis research center can also be established for scientific purpose. There
should be direct link between farmer and pharmaceutical industries regarding
sale of cannabis by avoiding other third party. Certain criteria regarding
cultivation land, sale price and its use and limitation should be introduced.
Smuggling of cannabis need to be restricted by abiding strict rules and
regulation.
